I'm not sure about your server. There is an NPC law to abide with even amongst the enemies. The law goes, whoever built it belongs to whom the builder was. If someone builds several NPCs around him, that's his/her turf. Well, that's how most war came about and most of the time hosts resolve problem by dividing rivers, whatever.

NPCs are to big layers like valleys, their life source for their big army. If you own some 600k archers, you'll need all these to feed your troops. If you are somebody who owns such a massive force, and building your own NPC for that reason, you won't be pleased if someone come farming all over your backyard. In other words, it's an act of sabotaging some might put it that way.
