NPCs are to big layers like valleys, their life source for their big army. If you own some 600k archers, you'll need all these to feed your troops. If you are somebody who owns such a massive force, and building your own NPC for that reason, you won't be pleased if someone come farming all over your backyard. In other words, it's an act of sabotaging some might put it that way.

I believe I mentioned the server I'm on. But just for you I'll risk repeating myself: Server 59. Now that there's over 1 million players (1KK), flats to expand are getting slim. NPC laws at one point may have been possible, maybe even good, but in the crowded atmosphere some of us now play NPC laws concerning ownership are becoming arcaic and good valleys are all owned. An act of sabotage, no, to use your own words "have to feed the forces" and at the rate ncp towns regenerate, You can't possibly be lossing much, especially if you've made a dozen or more. Yes, you have invested your own resources to build that city, but I'd venture to say, you've more than recouped your investment a few times over. So in a short phrase, don't be biggy or hoggish.
