It's a half woman with no legs. She has been on quite a few of those daytime talk shows. The legs are a prop.

The legs are a prop. The person holding the legs is in on the trick, so they don't comment on them feeling like plastic.
There are servos in the toes just for that extra detail. Why do you think they focused on the toes wiggling?
