Prestige is a bad measure but is a decent indicator of strength. That is to say a guy with 1.1m prestige can easily be weaker than a guy with 1m prestige but generally a guy with 1m prestige will be stronger than a guy with 200k.
Honour is similar but in a different way. You only really gain bigtime honor from defence so proper honour is reserved for people who really get stuck in and get whole alliances unloading on them. It doesn't really prove skill but I would question how much a guy with no/low honour has actually done.
I'd largely agree that the hero level is a good indicator of strength, certainly after 2-3 weeks in. If nothing else it's a measure of how fast you can rebuild army from a setback.
Ultimately there is only really 1 valid way of judging who is stong and it's not in game. reputation. There are people who are feared and prestige/honour have nothing to do with it. Soon enough if you are dangerous it will be known.
