You are more than welcome to express your opinion about anybody's post still, so long as you do it in a cordial way (no direct insults, etc.). There is no difference between responding to someones post in a appropriate way and letting them know how you feel about that post, and leaving them a red or green rep. If you wanted it to be read privately, private messaging is available to, so long as it too is done in an appropriate and polite way.
Red rep was continually used as a tool to belittle and attack people's posting style, their personality, their opinions, etc. It caused problems every week. People got offended by the comments, and upset at loosing reputation.
Also, in some cases, red rep was used as a group tactic to discourage or demean people.
As much as we'd like it to be used constructively, as a way to 'balance things out,' it wasn't.
The wheels of survival are greased more readily by easy lies than hard truths.
