I gave it a read. It was alot to take in and I don't fully have my head around Rota's thinking. But my first impression was that of S.o.c.i.a.l.i.s.m. (thread keeps starring out the word) or Communism. This seems more like a So******m or Communism. I don't see how it can work in a capitalist type governemt. To eliminate poverty would mean to make everyone near equal. The only way to eliminate poverty is to eliminate capitalism. Put a cap on the income anyone can make. Put a cap on prices. And anything over the income cap goes to the government. This also creates a non-competitive type of environment. I'll use the old USSR as an example. It pretty much ran like that. And people had very little incentive to be ontime, work hard, etc... I mean, bus drivers would all go drive to a spot and play chess and not care if the busses they drove were late picking up people.
Anyway, yeah, I think of communism. And Communism is not a "bad" type of government. I like many things about communism. I also like many things about S.o.c.i.a.l.i.s.m and capitalism. They are all different. One is not "better" than the other, just different.
