There is a Difference between a Service Provider and your Connection to that Provider. Service Provider is known as the ISP address. Your IP is a number from the ISP thats what is recorded when they know about multi Account users. My Concerns are for the ones that Use Dial-up(stone age Connection). They are the ones that have one IP, and may have more than one user on that computer.
From what i've read out of the Game rules and from what i've been told my moderators. One has to contact the Game operator for your server(never found mine). Also they can't have any military contact with each other. Translation to Simple English- Can't be in the same alliance.
So those internet Cafes or your routers that have more than one computer on them. They give a certain IP from your ISP to those computers.
They have stated before, it's NOT the IP address they track; it's the computer used.
But....the eternal ray of sunshine REALLY wanted to see you, so I helped brighten your day by removing the city from around you! ^.^
