I have 20 barracks, but no stabe, forge or workshop, or even a warehouse because I don't need them any longer.

I am an advanced player, and you need seven cottages at the start of your game, and the basic buildings.

I typically have that many cottages still in my war cities (six) and I train fine.

But 15 barracks is what an effective newer player should have in his city.

I do about 12 barracks in each town, I guess it depends on how often and for how long you play. I'd be sunk with only a few cottages.
